Investigasi Penggunaan Metode Delphi dalam Publikasi Teknik Sipil: Studi Kajian terhadap Jurnal-Jurnal ASCE (2015–2025)

Abstrak

Metode Delphi merupakan teknik pengumpulan opini ahli yang digunakan secara sistematis untuk mencapai konsensus. Metode Delphi digunakan terutama pada topik-topik penelitian yang kompleks dan minim data empiris. Studi ini bertujuan untuk menginvestigasi karakteristik, tren penggunaan, serta kualitas metodologis penerapan metode Delphi dalam publikasi teknik sipil, dengan fokus pada jurnal-jurnal terbitan American Society of Civil Engineers (ASCE) selama periode 2015–2025. Studi ini menggunakan pendekatan tinjauan pustaka sistematis terhadap tujuh publikasi yang secara eksplisit menerapkan metode Delphi. Hasil menunjukkan bahwa metode ini mulai digunakan secara konsisten dalam berbagai subdisiplin teknik sipil, seperti manajemen konstruksi, keberlanjutan, keselamatan kerja, dan rekayasa struktur. Namun demikian, kualitas penerapan metode Delphi di berbagai studi masih bervariasi, terutama terkait jumlah putaran, kualifikasi panelis, bentuk umpan balik, dan mekanisme pengukuran konsensus. Berdasarkan temuan tersebut, studi ini merumuskan rekomendasi praktik terbaik yang mencakup standar jumlah panelis, struktur putaran, kontrol bias, dan pelaporan transparan. Hasil penelitian ini diharapkan dapat menjadi pedoman praktis bagi para peneliti dalam menerapkan metode Delphi secara tepat, kredibel, dan konsisten untuk menjawab persoalan multidisipliner dalam penelitian teknik sipil maupun penelitian umum lainnya.
