Learning evaluation is an important component in the education process that functions to measure the achievement of learning outcomes while improving the quality of the learning process. However, in practice, the understanding and implementation of evaluation in the field are often not optimal. This study aims to examine in depth the basic concept of learning evaluation through a qualitative approach with a literature study method. The study was conducted on various academic sources such as scientific journals, books, and policy documents that discuss evaluation in the context of education. Using the content analysis method, this study identified three main topics. First, the development of the definition of learning evaluation from the perspective of education
experts which shows a shift in meaning according to the needs and developments of the times. Second, the classification of types of evaluation in education, including formative, summative, diagnostic, and other alternative evaluations. Third, the benefits of implementing evaluation in improving the quality of the learning process and outcomes, both for students and educators. The conclusion of the study shows that although theoretical understanding of evaluation has developed, its implementation in the field still faces many obstacles. Therefore, it is necessary to increase the capacity of teachers in designing comprehensive evaluations and education policies that support the balance between formative and summative evaluations as an integral part of the learning
process.
