Abstract

The Delphi method is a systematic expert opinion gathering technique used to reach consensus. The Delphi method is primarily used in complex research topics with limited empirical data. This study aims to investigate the characteristics, usage trends, and methodological quality of the Delphi method in civil engineering publications, focusing on journals published by the American Society of Civil Engineers (ASCE) during the 2015–2025 period. This study uses a systematic literature review approach to seven publications that explicitly applied the Delphi method. The results indicate that this method is beginning to be used consistently in various civil engineering subdisciplines including construction management, sustainability, occupational safety, and structural engineering. However, the quality of the Delphi method application across studies still varies, particularly regarding the number of rounds, panelist qualifications, feedback formats, and consensus measurement mechanisms. Based on these findings, this study formulates best practice recommendations that include standards for the number of panelists, round number, bias control, and transparent reporting. The results of this study are expected to serve as practical guidelines for researchers in applying the Delphi method appropriately, credibly, and consistently to address multidisciplinary issues in civil engineering and other general research
