Zakat is the third pillar of Islam that must be fulfilled by every Muslim. Zakat has great potential in Indonesia in tackling community problems. But in its implementation faced with a number of problems. These problems are shared with three stakeholders who play a role, namely the regulator, especially the government, the Zakat Management Organization (OPZ) as the manager, and the Community as Muzakki (zakat provider) and Mustahiq (zakat recipient). If the three stakeholders are able to work together well, then these various problems can be overcome. This paper seeks to describe the role of the three stakeholders.
